What bases and rings are considered the best for the 541-S?

I'd use just a basic set of Weaver style bases with a set of Weaver Zee rings.

Burris Zee rings? What height is ideal?

Depends entirely on the scope...which scope do you plan on using?

Not sure on the exact scope yet but it will not have anything over a 40mm AO Obj.

As mentioned the Weaver bases are fine, you can also get Redfield or Leupold bases for the 541.
