With the lack of correct size 9.3x62 cases would it be best to get a 30-06, have it rebarreled to 9.3 and use Hornady case or necked up 30-06 case or wait to get a rifle correctly chambered for the 9.3 and look for correctly sized cases? Usually of European spec.

I know differences are small, but some people on the Fire have had problems with American brass in 9.3 chambers.
There's lots of relatively cheap 9.3x62 ammo online. Could get an 06 rebored (JES did mine), use the factory ammo getting it broken in, and then you've got brass to fool with. Check SGammo and sometimes ShootersProShop runs blems on clearance.

(I've had zero issues with Nosler, Hornady, Norma, or S&B factory ammo/brass.)

I bought a crap ton of the Privi 285 gr. SP ammo from Grafs and now have all the brass I'll need for quite awhile.

Great for hogs, or just disassembling at the range.

What lack of correct brass? The Prvi works well. I pick up their loaded 285 rounds just to have on hand fr when I acquire a new 9,3x62. Then I have fire firmed brass.

I don't think I'd ever heard of an issue/difference between Euro and American factory brass. Am I missing something? (I've heard, generally, that Norma and other EU loads are hotter... but nothing about brass specs.)

Uh if the factory brass is Lapua or Norma it is better than American factory brass! Lap especially.
What I mean by lack of correct brass is I understand Hornady uses 30-06 brass, basically, that has a larger rim than what the original size of the brass for the 9.3 should be. The Nosler manual shows rim size for the 06 at .473 and the 9.3 at .470 with the body of the 9.3 case being slightly larger than the 06.

Assuming that everything you wrote above is correct (and your dimensions are, but I don't know about current Hornady brass), I think an important point is being missed:
Regardless of whether a rifle is born as a factory 9.3x62, or a 30-06 that is rebarreled to 9.3x62, or a 30-06 that is rebored to a 9.3x62, they are all going to have the same 9.3x63 chamber, unless something "incorrect" gets done in one of the second two processes.
The 9.3 reamer, as you point out, completely "cleans up" the 30-06 chamber when a rebore is done.
The .003 difference in rim diameter is meaningless.
So, the point of the OP is based on fallacy, if I am understanding the OP question (which maybe I'm not).

I thought the same thing as you, but there has at least been one person on the fire who reported problems with case separation (I believe) with using 30-06 size cases resized to 9.3 in a 9.3 chamber. Others haven't had a problem.
I am not sure I fully understand the question, or maybe it’s an assertion, but the body of a 30-06 case is smaller in diameter than the 9.3x62 case. If the person with the above described problem simply opened the neck to seat the 9.3 bullet and did not fireform the cases, he could easily have separation issues because the case isn’t fully supported in the larger chamber.

This is akin to shooting a 22lr in a 22wmr chamber.

The problem is easily overcome by using 9.3x62 brass which is readily available.

Yep. That's it. As I understand it Hornady used 30-06 basic cases to make the 9.3x62. Is that correct?

Yes, and then the RCBS dies were sizing them back to ‘06 dimensions, both of which resulted in having an unsupported case head with full pressure loads

So RCBS 9.3x62 dies are fubar? WTF?
Here's a different way to ask the question, would it be better to have a 30-06 rebored by JES and leave the chamber alone so a person could use 30-06 case instead of relying on harder to find 9.3 cases?

I realize European cases such as Privi are showing up again, but from what I have seen it can be spotty.
Maybe I am just going down a rabbit hole of rifle loonyism.
