One of my hunting partners inherited an older Win. Mod. 70 Featherweight in 308, and the action is not the same as the new Mod. 70's that I have seen.
Did Win. make a Featherweight before 64?

Yes. The stock was more similar to the standard weight M70 and the action was the same. I have one in .308 and it's good rifle. I also have two of the M70 Featherweights in the push feed version, a 7x57 and .257 Roberts. Frankly, I like the feel of the newer version much better. I believe it's the stock that makes the difference. I have a 1968 issue M70 in .243 which has the Winchester long action. I found a long action Featherweight stock and put the gun on that stock. It felt like it lost two pounds, although I'm sure that was more mental than physical. My Pre64 .308 was made in 1951 and is a good shooter. It came witha receiver sights and I've never gotten around to scoping it. maybe I should just to see what it really is capable of doing.

Winchester made the FW pre-64, post-64 and they make it today. My pre-64 FW in 308 is accurate, light and pretty much perfect in every way.
