It's for driving nails into concrete or steel. It looks to be pretty old. They use a 22 blank to drive the nail.

Appreciate the response. Picked it up at an auction for $20. Thought it would be a good conversation piece in my gun room.

Years ago, a telephone installer killed a customer with a driver like that. Thought he was on concrete, and wasn’t. Story was in one of our company newsletters.
