nope
No, you can ship gun parts without an FFL on the other end, EXCEPT for the serial numbered part, (almost always the frame or receiver) that is considered by law to be the "firearm" for FFL purposes.

Unless the barrel has a serial number on it, like some European firearms do, you can ship a legal length rifle barrel directly to a buyer anywhere in the U.S.

Except that a serial numbered firearm part that has been logged into an FFL holder's "bound book" records can only be ship to another FFL. Somebody has to do the Form 4473 firearms transaction record document when it is sold to a non-FFL.
