I have this Barlow knife I found cleaning out my dads house. Any ideas on how to clean it up properly to try and get it back to looking good?

Barlow and 'looking good' is tough to imagine......
Ok, how about making it look as good as it can?
Wd 40 and steel wool

Maybe some fine grit sandpaper lightly with lots of wd on the blade

Sharpen it and use it as is, while trying to imagine the tales it could tell.
Put a sharp edge on it, light oil... and you're done.
Flitz polish on dremel buffing wheel might help.
Some Kroil and a bronze bristle brush or some bronze wool.
