It's hard to imagine anyone from Butte would call the cops about something like that. If you know Butte, you will know what I mean.
Obviously it was the only people in Butte that didn't know him or his vehicle.
I would have woken him up if I would have seen him. Doesn't make any difference if I knew him or not.
Of course I would have been careful while doing it.

Not saying it's right ,but self medication or prescription drug after what he has been through maybe a daily thing. A true American Hero
