Never seen one, but I don’t doubt they exist. I only knew of and owned some Bushmaster pinned 5 rounders (still have one), TN had a magazine limit years ago before they got some common sense.
Yeah OK used to have a 7 rd limit for .22 cal CF mags used for hunting. I bought a couple of 5 rounders just in time for them to do away with that limit. Of course they were the same length as 10 rounders and by simply replacing the spring that is what mine became.
Don't recall any 3 round mags, but maybe someone else does.

Can he make do with a 5 or 10 round and just block it? Has to be a legal reason. an Actual 3 rounder wouldn't even stick out the bottom of the gun enough to seat or remove. I dont' think. Never seen a 3 rounder.
He wanted a flush mag in one of those new Ruger bolt action.
I think he is pulling your leg.
Got alot of Colt and Ruger 5 rounders, they stick out 1/2" when seated, would stick out more in a bolt actions, the 3 rounders have to be made for bolt actions, might be a PITA to get out of a AR
He apparently has an American that uses AR mags & likes been said, no 3 rounders are known to exist. If he insist that area of the stock be flush he may be able to change out the stock module & use the standard American mag made for 223.
Those changes can be made for the 308 bolt face calibers as the action is the same. But,,,,, is the 223 model the same for both mag styles. Perusing the owners manual & comparing part numbers might offer some clues.

I would suspect if I had the gun and a short mag I could Dremel and etc and a 3 rounder flush would be fairly simple to come by. FWIW.
