Ken: I am a big fan of the 98 mauser design and would like to know if a excellent condition military action with the "C" ring intact has a strength advantage over the FN type with the cutaway in the front ring. What about steel quality? Is it more important ? Thanks, Swede96.

I have no way of knowing how to answer your question with any confidence that I'm steering you right. Sorry. All I know is that one of the following is true:
-- Commercial actions are stronger than military actions.
-- Military actions are stronger than commercial actions.
-- Military and commercial actions are equally strong.
-- SOME military actions are stronger than SOME commercial actions.
-- SOME commercial actions are stronger than SOME military actions.

IOW, I've never worried about it.

"Good enough" isn't.
Look for the best of all possible worlds, an early FN commercial action with C ring, I owned no. 1789 dated 1948 no thumb slot, low bolt, etc., marked Firearms Internat ional inc so was an import to US, it had the military action type C ring. Sold it a few years ago, had an '06 barrel in it.
Actualy the "c ring" contributes nothing to the strength of the action. It's function is to block gas excaping from a blown case head from coming back down the left bolt raceway.
Good Luck!
