It is. IMO, the best thing going for low light.

And, high quality glass helps in low light.

If Leica had an illuminated reticle like the FireDot it would be killer in low light with the combination of the optics in that Leica scope. When folks say you don't need that level of glass in a riflescope, that must be the scope they are referring to. I've never seen a scope that bright, sharp and clear. On the other hand, the quality of the glass there helps the LeicaPlex go further than it should in low light compared to just having good optics.
