He signs it, Obama implements it by executive order. Congress will do nothing. They might file another meaningless lawsuit.
Implementing it means a national gun registry which is against federal law (1986 Firearm Owners Protection Act). 30+ states would file suit and have it shut down within months. Doesn't take Congress.
