Thinking out loud here...
Wouldn't a used Savage in whatever WSM be an easy conversion for this? Get a large shank barrel from one of the makers like Criterion and play with the feeding. Any short action savage should only require shaping bolt heads.
Edit - I don't mean to hijack your thread but I live in Ohio and do not possess your knowledge or ability to make a rifle like that.
