His"new" objectives & "an off the shelf, rack gun", are a little bit mutually exclusive...........but it can be done.
Besides the custom route as Rost 495 suggests, there are some high end ready made guns that will get him there but it doesn't sound like he wants to pay that kind of money.
About the lowest end "rack" gun that will provide what he wants (that's still a little vague) is the Stag Varmint rifle at around $1,100........IIRC, they will guarantee a 3 (or maybe it's a 5) shot group into an inch...........obviously not quite up to the 10 shot standard called for here, but pretty good nonetheless.
