Look at "Ruff On Birds" in Georgia.
http://www.gundogbreeders.com/breeders-georgia/ruff-on-birds-kennels.html They have several Black GSPs. I had a solid liver pup from a litter in 2010 who was very promising before getting hit and killed. My best friend had a black female from the same litter. Great dogs, high drive.
I would also call Sorghum Mills Kennels (OK), my current dog, a solid Liver male (4 y/o) came from them and he has been awesome. Slightly lower gear than most GSPs and works a little tigher which is fine by me. They only breed once a year.
Both kennels should be in your price range.
