I believe the "illegal SKS" means the SKS that had been modified to uses detachable AK-47 magazines.
The State waffled on this one. First the modified rifles were illegal. Then they were legal but you had to register them. Once re-registered the Attorney General (Bil Lockyear) changed his mind and decided the rifles were illegal and had to be turned in.
