Not sure how Canada measures but in the U.S. it is the measurement from muzzle to breechface or boltface. You can print out the paperwork from Canadian government sources online. I did this a few years ago and was instructed to not sign the documents beforehand. Sign in the presence of the Canadian official that instructs you to do so. I think you used to be able to get questions answered on the govt. website if you have time to wait for a reply.
