If you call the Police and a uniform officer shows up, keep in mind he probably has another call waiting. (at least in big cities) Violent calls get the first priority. If the bad guys would have gotten a bloody nose they probably would have acted. Unfortunately, in Detroit, the business owner would have been the one to go to jail.
The Chief, mayor and the City council set the attitude about what crimes will be prosecuted and what ones will not be. If the folks keep electing liberals (democrats) this is what will continue to happen.
