My wife and I watched it and the mall was packed during the ceremony.

Being 2017 is overcast we can't compare the shadows to 2009, but you can see there are tents in the 2017 photo that are not in the 2009 photo. First, that's evidence that rain was expected and it did rain during Trump's speech. Second, the tents could be full or empty, but that can't be determined from the photo.

Conclusion: Yes, there were more people on the mall in 2009, but that's in part due to the forecasted rain and the HUGE increase in smart phones and streaming video on which people could watch the event without being on the mall. Nielsen says there were more people watching in 2009 than in 2017, but Nielsen has no means of measuring all the internet streaming video given anyone with a smart phone can stream live to Facebook and other services.

Bottom line: The left has and will take every opportunity to attack, so before Trump makes claims of this sort his team should get all the evidence and be ready to counter punch with the facts. Bloody the nose of the media a few times and they won't be so ready to get into it with Trump.
