I have had great results with 7828/SSC, RE19, and RE25 using 130 Ballistic Tips. Makes for a super Pronghorn round. Probably a bit fast for Whitetails or larger unless you are shooting them out there a bit. If I wanted to do what you are trying to do I would develop 2 loads. One would be speedy 130 Ballistic tip load for Antelope. The second one would be a more sedate velocity load using a 140 or 150 Accubond or Partition. I think one load for everything would have to be a compromise somewhere and why shoot a WBY if you need to compromise.
