Almost every unit in the state has elk, most of it over the counter. The central and northern coast has a bunch of elk. So does NE Oregon and some decent places to hunt over the counter. The Cascades have elk, a lot of hunters and much lower success rate. I do really hunting there but understand that you're going to see less animals.
