Drugs take away a person's ability to work and take care of himself. They commit the crimes to feed the habit. Legalizing them will make the homeless situation far worse as more people fall into addiction.
The personality type that takes it that far will do so whether legal or not. Just like we still had winos and derelicts during prohibition.
