So cutting out the ability for hunting cow elk to NR's is fair. So disallowing NR's to hunt State Owned WMA's is fair when they paid taxes via Pittman Robertson that pays 75% of the cost. Ripe for lawsuit. So Game and Fish now keeping the Game License Fee when unsuccessful in the draw is fair. See SB 196 bottom of page 15 and the top of page 16.
