Buy a used stainless rifle in 30-06 or 270 and swap the barrel.
easier said than done... doable but does he have access to a gunsmith?
You don't have to live near a gunsmith.
Ship the barreled action off to PacNor ( or whoever you want) and then they ship it back directly to you.
