Used to be resisting arrest would have you on the ground with a joint locked.
Now they totally rely in tasers, spray, and shooting people.
It's because they're hiring retards and spending more time on de-escalating training than custody/control training.
They would be better off not using any amount of force and just letting people run away. No way an arrest is worth getting sued, fired, or locked up.
