I'm guessing that the ejector is jammed - not fully seated when the bolt was installed? That could bind things up pretty quick.

I'd check that - the little nub of the ejector should be in place when you look at the left side of the receiver - if it's not, that would be the problem.

I'd take the lever out as described above and insert a wooden dowel down through the muzzle and tap the bolt back out of the action - carefully. Of course, taking it apart will show better what's going on so that is a very good idea.
