http://www.ammolock.com/The system above is bulky but super strong and waterproof. You can buy the kit and adapt your own surplus ammo box to take a padlock, or you can buy the modified box as a finshed unit with padlock.
I've never flown with one but have one for taking on the road with me on distant hunts.
