You are nuts. While legislators continue to do there thing, they continue to get their asses handed to them in court. In 70% of this state a person can obtain a CCW, hardly DC.
We do not even need instruction when applying for a CCW, no $125 fee

What are the costs?
It varies from department to department but the average is about $500.00. Most of the costs are set by statute and as such are non refundable. This fee is for the initial permit. Renewals run about $250 every two years after the original permit is issued.
