I've got a lower and am wanting to put an accurate varmint/target type upper on it. I can buy or build. (though I've never built before) some pretty nicely spec'd uppers can be had for $630 or less. For instance White Oak offers their 20" 1-7 twist complete with BCG for $595.

How much can one really save on an upper build that you'd genuinely expect to shoot with that WOA upper and it's peers?

If there's one thing I've become certain of it's that there's too much certainty in the world.
