Absolutely, the sole purpose of government is to further its own power. The more resources government steals from the population and then hands portions back out, the more power it holds. The corruption is systemic and unstoppable at this point.
In the words of Inspector Kempf "a riot is an ugly thing....and I think it is just about time we had one!"
