Another thing you can tell the digruntled buyer is that you couldn't have insured the spotter if it's declared as "gift" and having no value. Even if you'd marked "gift" and put the value at $2500, customs would assess taxes,etc. as the limit is $60 for a duty/tax free gift exemption.
Also, I've had it happen where I was sent an actual gift with a pretty high value, but marked as "$0 value", and customs opened the package and assessed their own value on which I was charged taxes.
