The 60 percent rule with 4895 makes a reasonably light recoiling load with any bullet. Use 60 percent of the max load listed. I do use dacron filler in these and get good accuracy. Do you weigh the Dacron? If so, are you using ~ 1gr.? Thanks, Ed
