What happens if the makers decide that NY isn't a large enough market to make special 7rd mags for their guns? Then you just have expensive paperweights, which is probably what they want.
There isn't much to making a magazine that holds
fewer rounds. Same mag body, same base - different spring and follower. Too simple...
someone will fill the need. Heck - some mags could be converted with internal parts by the owner.
It could be argued that it would be better if that were not so. Much more argument for unconstitutional restriction if it makes the gun unusable.
