If they made stronger dies with stronger different presses for leverage, steel could be resized for reloading. It might come to that as brass gets more expensive. I've often wondered why aircraft aluminimum for rimfire ammo wasn't used to save brass. I know they use aluminum for 38 speciall and 44 special size loads with shotshells and light loads. Lots of ways to cut costs. If steel cases could be reloaded it would cut costs way down on ammo and reloading.
