There seems to be little clarity available in this decades long dispute. Everyone has an agenda to hone and the truth is left behind. While I certainly don't trust the Feds - especially under THIS administration, sometimes these ranchers go off half -cocked too.
So no one that I have read so far has been able to give an objective scenario.
