Change their address over the phone on election day. Go to the polls, and vote a provisional ballot, then instead of giving the ballot back to the clerk, have it scanned and counted.
Instant illegal vote, with no way to void it, even if the miscreant gets caught.
This happens even though we have Photo ID requirements. No bloody wonder dhimmicrats are so adverse to showing ID. Then it's just child's play to vote again, and again, and again.
