It's not really obtaining new weapons that's the issue (though maybe it should be). It's problems with current inventory. Improper maintenance and outdated philosophies on lubrication and parts replacement.
I can only guess that it's causing many in the grown up cadre to question the platform. Or the wisdom of spending money on fixing vs replacing.
Yes, if they really wanted to, they could probably have all the rifles they need fairly quickly. But it's rarely that simple
