I think he was only referring to the detention facility at GITMO being closed.

If he was really wanting to throw Cuba a bone, they would benefit more by the lifting of the sanctions and allowing the personnel stationed at GITMO to go off base and participate in the local economy.

Hookers, booze, cheap, unique local food and goods. Other than the principle of it, what's not to like?

Hell, I might even try and enlist in the Navy as (long ago) prior service if that happens. grin
