I'd go with a Tikka T3 action with barrel of choice finished at 21" in a Manners stock.
The reason I would finish at 21" is the 338/06 loses little velocity vs a 24" barrel. About 50 fps total
Hand loads would be Norma Brass headstamped 338/06
