I think your 541X will be a Standard class rifle, not legal for hunter class. Most people I know that choose to shoot Remingtons shoot the 541 T or S. That way they can carry one gun and shoot all day.

My current rifle is a McMillan stocked Anschutz 54 Sporter, but any of the 1700 family of rifles are good.

The scope you use will make more difference than the rifle. Because we shoot at small targets set at four different distances without chance to rezero the scope has to have precise and repeatable clicks to be competitive. I use to have a Leupold EFR with a custom target dot but sold it like an idiot. Now I have one of the FX3 25x "Silhouette Leupold Dot" scopes. Its alright, but I miss being able to turn the scope down to 16x when I get nervous.

A fixed FX3 12x with Leupold dot and target turrets is a good place to start.
