I can't get my head wrapped around a 17 foot rise in 30 minutes and a 33 foot rise in a few hours.
It's a common occurrence in the Texas Hill Country. Mostly all rock, very little soil to slow the rush of water. It all begins to build up in the arroyo's & larger dry river beds. Once the flows begin to merge it'll come a flood like you cannot imagine.
Most of the Hill Country residents know better than to be anywhere near its annual travel paths. I've seen parts of travel trailers 20+ ft up in the tops of Cypress trees.
