Hastert may have committed a crime against the high school kid he coached who decided to blackmail Hastert many years after the fact. However, he is not being charged for that. Rather the feds are charging him for what victims of blackmail often do - withdrawing his own money from the bank to pay the blackmailer and lying to the FBI about what he was doing with his own money. Both are technical violations of "war on drugs" laws that were bullschitt to begin with and never intended to apply to situations like this when they were enacted.

Typical prosecutor over-reach by some federal hack looking for publicity and career advancement.
