Looking at Iowa, if they could get Christie OR Bush to drop out and endorse Rubio, then that puts Rubio above Trump and in 2nd place.
But if they want to enhance Rubio's chances, they need to move early and not risk Rubio losing badly in any of the upcoming primaries.
Will the RNC try to push Bush or Christie out?
On the other side: If Kasich/Huckabee/Fiorina drop out and endorse Cruz, that could double Cruz's lead over Trump.
Now is when the bit players start negotiating...

Florida governor Jeb Bush received 5,165 votes in Iowa. His vote total constitutes 2.8 percent of the Republican turnout, placing him in sixth place in the Iowa caucus.
Yet no candidate in either party spent more in the race than Bush.
According to MSNBC, Bush spent $14.9 million in Iowa, all coming from Bush's super PAC. (In fact, if one were to consider national ads and money from the campaign, the total would be significantly more.)

The RNC doesn't have to DO anything.
The only threat to their plan is Cruz, and he has definite uphill battle as long as Trump stays in the race.
Of course their favorite was Bush, but they will gladly settle for Rubio.
FLORIDA'S "winner take all " primary is Cruz's biggest obstacle. He MUST take a large portion of Texas' proportionately awarded delegates to offset a probable loss in Fl.

Cruz now knows the path for him outside of Iowa is filled with potholes.
The nomination is narrowing down to Trump and Rubio.
I think, once the after Iowa reality kicks into full gear, Cruz will support Trump's candidacy moreso than Rubio's. If Cruz supports Rubio, the Cruz outsider argument will finally be put to rest, at least.
