So I am wanting to re blue the bolt knob/shank on my rifle. It was like this when I got it and from photos I've been able to find on the net it should be black. It appears to have some texture to it and is flat not shiny. Any ideas?

Pretty hard to tell what you mean from that picture; the bolt handle doesn't look blued.
If you just mean the texture, that's not from bluing, it's from surface prep prior to bluing. Bead blast, soda blast, acid etch, abrasive tumbled, etc are all options.

Some bolts are made from stainless steel, then iron plated and blued. This makes for a very thin and delicate finish. Try an abrasive blast and Brownells Oxhpo Blue. If it doesn't take the blue, have it Cerakoated.

If you click on the photo and enlarge it you can see that the "collar" that the bolt handle is welded to is black and part way down the handle toward the knob is the same color/finish and gradually fades to the bare metal.

Looks like the knob was welded on and blended in. The metal isn't an exact match so the bluing didn't take the same on the shaft and the knob.
