It appears to be some form of a marine level mount. Based on the materials and the design. It is upside down in the original picture from the way that it would be installed.

If it really is magnesium, don't take it around sea water, or it will rapidly corrode. And if you try to repair it with a torch or welder, things may get exciting, because it will burn with intense white heat.
And I'll agree with the guess about a light fixture. Magnesium is relative soft & lightweight, not really suitable for tools.

It's a Mr. Coffee coffee maker, move that thing from in front of it and it might be a little easier to identify.

You know the comment above about how it looks like it could mount to the top of a 4x4 got me thinking. Might be some sort of grain/feed spreader? The tank would mount to the top and the fluid or granular would fall and spread via the cone. Still scratching my head on this one.

If it is a spreader/ defuser, looks like the inlet is around 1-1/2" to 2" judging by the shiny spot. Because of the metal its made of, you would think the incoming substance would have to be low pressure, non-corrosive, and non-abrasive. Would knowing where it was found give us a clue as to use?

Looks like the only excuse for the wear pattern on top of the cone is something spinning on it, but I'm having a hard time jiving that with the need for the shape of the cone.
