If he's handloading, I don't know why you'd think the loads will be hot.
The softest load I shoot at steel is .40. 3 grains of Clays and a 180 grain bullet is softer than 115grain 9mm IMO. He did mention handloading. He called it reloading. Your correct in working up a mild load if that is what the end game is. But he did mention bulk ammo also.
Gun Shows are almost as comical as boat ramps in the Spring.

I have had a 75B in 40 for about 15 years. Easy to work on the trigger, lots of mods available. Accurate, a sweet shooter.
Added, I have a friend who recently got a Tri-Star the CZ clone. It is an all steel compact in 40, he loves it.

AJD The Tri-Star CZ clone does get good reviews. Folks seem to have bought them up and I haven't seen them available for awhile.

I picked up a Rock Island Tactical A2 (doublestack) in 40 on a whim and it is a pretty nice pistol. Cost $530 retail. I happen to have a Para 40 double stack so mags are already in hand. It has a full length rail and weighs a ton so recoil is pretty tame. Bottom pic. I have a weakness for double stack 1911's (especially cheap ones), I just found a Para 14-45 at the gun show last weekend.
