What is the recommended max power scope setting required to effectively hit a 12" target at 1000 yards. Is 24x, 16 x, etc. necessary, or will 10 x suffice ?

10X is certainly enough. Here's a visual:

12" circle through a 10X scope at 1000 yds. It'll get the job done.

That said, I prefer more power than that when shooting at those ranges.

As long as the quality of glass is up to it.

It truly is amazing how much difference great glass makes over good, and how little difference magnification makes in comparison.

I still wonder in amazement, one of the Fclass shooters I know, uses 50X at 1000 yard matches. Says he even uses it at 600. Wow, I'd have a headache...

Reccomended max power? Probably around 45. 10x will certainly suffice ,but you asked about max and somewhere in this range seems to be the upper end used in competition.

Under equal magnification, a 12" target at 1000 yards will appear the size of a 1.2" target at 100 yards.

I shoot 1" bullseyes at 100 yards. No problem bisecting them at 10X.

At 1K, mirage can sometimes degrade things.

Holding on a 12" target at 1K is easily done at 10X, but I prefer my 16X for that distance.

I shot all of my 1000 yd BR matches with a variable scope[s]. The most magnification I ever used was 32- the highest my scope went. It was nice to be able to tone down when the mirage was real bad. I think around 40 would be plenty. That said, I have seen guys shoot 40X @100 and 200 yds!

24X is a good solid magnification for really shooting tight groups- to just hit the gong or make the 10 ring- you can get by with a lot less.
