Those that didn't get the memo will be surfacing soon... From what I can gather, I believe the tunnels the IDF are looking to flood are in Northern Gaza, which they have completely gone through. I think the intent is just to destroy the tunnels. Not drowning Hamas terrorists. Probably not any people (terrorists or hostages) still within them.
