Some kid, ignoring what the camera was showing in the vehicle, backed into my daughter's car at college on private property. The other vehicle was not owned by the driver. We have both insurance infos. We have contacted both insurance companies. We've gotten plenty of runaround. Who's insurance is going to pay for it because it won't be mine.

Who's insurance is going to pay for it because it won't be mine. that actually depends on if your state is a no fault state or not. if it is, then yes your insurance will initially pay for it and then try and seek refund from the other party's insurance

Your insurance will cover it, and then they will sue the other’s insurance for reimbursement.

The owners insurance is primary. If they deny coverage then the drivers policy would be secondary.
