I avoid traveling through the People's Republic of Illinois whenever possible because they don't honor my carry permit. I'm going to have to spend a little time there to close a deal on a truckload of antique Chevy engines I just bought, but I'll spend an absolute minimum of time there in the process.

Per ISP
"No. Illinois does not recognize concealed carry licenses from other states. However, a resident from another state who has a valid concealed carry license from their home state may carry a concealed firearm within a vehicle while traveling through Illinois. If the non-resident leaves his or her vehicle unattended, the firearm shall be stored within a locked vehicle or locked container within the vehicle."
I'm assuming for no charges to be brought the robbery had to begin before they exited their vehicle. The other possibility is they were retired LEO from another state. IL does recognize that.
There is a reason(bad) why IL doesn't recognize out of state CCW. I could go into further detail if anyone is actually interested.

Even taking two days to make the drive, it can be grueling. So... What is ISP? Do you have a link handy where I can see the specific applicable laws?

Curious. Armed out of towners with at least one of the two having an out of state cc carrying money for a car, are directed into an alley by the brus’ in Peoria. And they go there. And win the ensuing gunfight. And LE says go and sin no more. Yep, that’s it. Button it up Danno, nobody booked tonight. Lots of slack in that story.

This might get a little long winded so please forgive me. ISP is Illinois State Police and they issue our CCW an FOID. First thing you need to know/understand is IL was the last state to offer CCW. The Heller decision forced the politicians to pass something. No surprise, this pissed off the the Chiraq dems. Their only course was to make IL requirements more difficult than any other state. I watched the CCTV discussion on this. It was bonkers. There were suggestions of 40+ hours of training many times. I wish I had a dollar for every time I hear a politician say "why just 8 hours, what do the state police receive". Therefore, we require more class room and qualifying time than any other state. The only thing that kept it from being worse is they had a hard deadline and completely lost their stuff at the idea of Constitutional Carry. Heaven forbid us serfs were granted that. What was passed made any reciprocity impossible and that was absolutely intentional. In addition, our CCW is tied to the FOID card. One must have a FOID card before obtaining a CCW. With the IL FOID, you cannot be admitted to a loony bin or have any recent convictions that may disqualify you from purchasing/possessing a firearm. Most states only run their CCW holder list once a month or year. IL does it daily or weekly. Thanks to those standards it is again impossible for any other state to comply. Therefore no out of state CCW is honored in IL outside the "in your car" rule posted above. For someone out of state to truly have "peace of mind" when traveling through IL a firearm should be unloaded, in a case, and any ammo stored separate. Under those conditions I'm 100% certain you're obeying the law. What you can legally get away with might be less strict, but they jack with things so often I couldn't recommend it. It's probably best if you do a search for "out of state Illinois state police". You should get to a FAQ that answers most everything. Sorry for rambling. I'm blaming the bourbon.

Next time we travel up that way I will have a printout of the Illinois law in the truck with me. I'll take care to look into any new legislation also.
