Locals in general tend to keep transients out. They are only comfortable with folks like themselves, outsiders from other large metropolitan areas. They are particularly afraid of southern white trash. Combine a rough local population with bad roads and bad schools, and you have a descent defensive against blue state garbage.
The story as I understand it is, Mark Laita of soft white underbelly was going around the country photographing unusual people - people that had a compelling story to tell. Alot of crooked cops, ex mafia, abuse victims, etc
He was in the WV area and his approach is to talk to cops because they always have a good idea of the interesting people in the area. One cop who was also protective of the Whittakers asked him a bunch of questions first, then once he realized the guy didn't try to make fun of people told him to come back tomorrow and I'll introduce you to some people you'll want to meet.
Laita was on the Joe Rogan podcast and talked in detail about it. He gives a portion of his youtube money to them (and many other people he profiles).
I can only assume the family now trusts him to the extent they'll let him do a video like that. They were pretty leary of him at first
